PROBLEM TO BE SOLVED: To obtain a cell culture substrate suitable for cell culture by applying a simple surface treatment to a transparent fluororesin substrate.

SOLUTION: The cell culture substrate is obtained by holding the fluororesin substrate 21 having≥1.33 and≤1.34 refractive index and transparent in a visual light region in an atmosphere free from oxygen, and irradiating the surface of the substrate with a laser beam of F2laser with a laser fluence not higher than the abrasion threshold.
