<P>PROBLEM TO BE SOLVED: To provide a license plate recognition method and license plate recognition device which can reduce influence of outdoor daylight when installed outdoor, and can recognize characters on the license plate with sufficient accuracy. Ž<P>SOLUTION: The license plate recognition device extracts a coordinate of a character portion by binarizing images including the license plate obtained from a vehicle with a threshold, estimates an area where the characters on the license plate exist based on the coordinate of the extracted character portion and vehicle type information, and detects whether a shadow exists in an estimated character presence area. When the shadow exists, the device determines a threshold different from the above threshold, and extracts a character candidate label by binarizing it with the determined threshold in the estimated character presence area. When a plurality of character candidate labels are extracted, a plurality of the character candidate labels are integrated, and the character recognition processing is performed to the integrated character candidate label.
