<P>PROBLEM TO BE SOLVED: To provide a liquid mixing apparatus with simple structure, easy to manufacture, and having remarkably high mixing efficiency, and forming a chemical liquid of very high sterilization property when used for preparation of, in particular, hypochlorous acid solution. Ž<P>SOLUTION: The liquid mixing apparatus comprises a body formed of a vertical cylindrical body having a top plate and a bottom plate; a liquid discharge cylinder coaxially disposed and housed in the body, penetrating through the top plate and liquid-tightly connected to the top plate near an upper end, having a plurality of through-holes on the side face and formed of a bottomed cylinder; and three or more liquid jetting pipes provided symmetrically with equal spaces on the bottom plate, the three or more liquid jetting pipes being provided in a displaced state in relation to a center axis of the liquid vessel, respectively.
