<p><P>PROBLEM TO BE SOLVED: To provide a solar cell backside sheet, wherein the light efficiently enter a photoelectric conversion part of a solar cell, with good reproducibility of structure and handleability, and to provide a method of manufacturing the sheet and a solar cell module. <P>SOLUTION: A solar cell module 15 includes a solar cell 12 which has a light receiving surface and converts the light received by the light receiving surface into electricity, for output thereof, and a backside sheet 10 provided on the side opposite to the light receiving surface of the solar cell through a filer material 11. The backside sheet 10 includes, in the order starting from the light receiving surface, a structure layer 24, a light reflecting material 21, and a base material 30. A relief structure 26 is formed on a part of or the entire surface of one side of the structure layer 24.
