PROBLEM TO BE SOLVED: To provide a charging roll for an electrophotographic apparatus, which can suppress variation in the charged amount due to change in environment when a constant voltage application method is used. SOLUTION: The charging roll 10 has a base layer 14 on the outer periphery of a conductive shaft 12, wherein a surface layer 16 is coated and formed on the outer periphery of the base layer 14. The surface layer 16 contains at least: matrix polymer such as N-methyoxy methylation nylon and silicone graft (meta) acrylic polymer; and hydrophobic surfactant such as fluorine-containing surfactant, wherein the matrix polymer and the hydrophobic surfactant are soluble in the same solvent.
