PURPOSE: A communication system for a handover to a femto base station and a method thereof are provided to control the access of a handover to a femto base station from a macro base station by determining handover of a target femto base station. CONSTITUTION: A femto subscriber information storage(110) stores an accessible list. A macro BS(Base Station)(130) receives the accessible list. The macro base station receives a measurement report from one among terminals. The measure report has information of the base stations of a handover target. If the target base station available for handover is a femto base station and the target station is included in the accessible list, the macro base station requests the handover from the target base station.
