Provided is an exclusive operation control device which when input operations by a plurality of users compete against each other, does not execute only one of the input operations but displays a content reflecting both of the input operations.  An operation determination section (102) receives inputted information from the users and determines an operation content on the basis of the inputted information.  An exclusive operation judgment unit (103) judges an exclusive operation concerning new operation content determined by the operation determination section (102) with use of the determined new operation content and the previous operation content.  A content copying section (105) copies the content on the basis of the result judged by the exclusive operation judgment unit (103).  A content management section (104) receives new operation content from the operation determination section (102).  When the new operation content is concerned with an operation for the copied content, the content management section (104) generates a display content including the new operation content reflected onto the copied content, displaying the content on a display device (106).
