An optical wavelength conversion element (1) is provided with: a wavelength conversion waveguide (5) which has a periodic polarization reversal structure in which domains (12a, 12b) having mutually reversed polarization directions are formed alternately and periodically, guides light as the fundamental wave corresponding to the periodic polarization reversal structure, and converts the wavelength of the guided fundamental wave; a first cladding film (4) composed of a dielectric having a lower refractive index than the refractive index of the wavelength conversion waveguide (5) and provided in contact with each of the domains (12a, 12b); a second cladding film (4) composed of a dielectric having a lower refractive index than the refractive index of the wavelength conversion waveguide (5) and provided in contact with each of the domains (12a, 12b) so as to face the first cladding film (4); a first conducting means (3) which electrically connects each of the domains (12a, 12b) in parallel through the first cladding film (4); and a second conducting means which electrically connects each of the domains (12a, 12b) in parallel through the second cladding film (4).
