The present invention relates to an apparatus and a method for image encoding/decoding considering an impulse signal. The method for image encoding according to the present invention comprises: an MxN residual block generating step of estimating the current block to generate an estimated block, and performing a subtraction between the estimated block and the current block to generate an MxN residual block; and an AxB encoding step of encoding the AxB residual block containing the residual signal of an impulse component in the MxN residual block to generate a bit stream. The apparatus and the method of the present invention improve encoding efficiency by efficiently encoding or decoding the residual signal of the impulse component in encoding or decoding images.
