The recharge control part(30) starts the starting of a vehicle when the battery voltage detected by the voltage detecting part is less than a reference value. The recharge control part turns off the starting of a vehicle when the battery voltage detected by the voltage detecting part is greater than a reference value. An electric power supply maintenance unit(50) supplies power to a vehicle accessory during the starting of a vehicle.</p>
