Disclosed is an electrochemical reactor that has a small size, has a high throughput capacity, has no possibility of generating NOx and carbon dioxide, can be operated at a low running cost, is easy to handle in assembling, has a simple structure, and has high durability.  Also disclosed are a method for manufacturing the electrochemical reactor, a gas decomposing element, an ammonia decomposing element, and a power generator. An electrochemical reactor (10) is characterized by comprising a porous anode (2), a porous cathode (5) which constitutes a pair with the anode, and an ion-conductive material (1) having ion conductivity located between the anode and the cathode, the anode (2) comprising a chained body (21) of surface oxidized metal particles.
