A flat heater (1) with a flat support (2) and an electrically-conducting layer of material (3) made from fibres, in which the support (2) and layer (3) are arranged as a composite to produce the required shape, supporting properties and/or electrical insulation, layer (3) has at least two separate electrical contact points (4) for an applied voltage (preferably a d.c. voltage) and all the fibres (5) act as resistance wires to provide the necessary ohmic resistance between the contact points.
