PURPOSE: A system and a method for controlling a rotation speed of a roughing mill work roll are provided to remove the risk of malfunction could be generated from manually controlling the rotation speed of a lower work roll of the roughing mill. CONSTITUTION: A system for controlling a rotation speed of a roughing mill work roll comprises sensors(410,420), a work information database(800), a controller(500) and a server(700). The sensors sense the vibration of an impact in which a tip-end of a strip adds to a table roll. The work information database saves rolling information of a first and a second roughing mills(210,220). The controller receives the vibration signal of the impact from the sensor and generates a trigger signal. The server receives a rotation speed signal of the first and the second roughing mills.
