PURPOSE: An apparatus and method for rotating a rotor is provided to rotate a rotor by varying the location of a small size weight by suing the location change caused from the gravity of a big size weight. CONSTITUTION: An apparatus and method for rotating a rotor comprises wings(a,b,c,d) of a rotor, a weight(1) and a spring(4). The spring is downward deflected in order to change the location of a small weight. The spring is wound to the location where the gravity is mostly applied. When the weight passes the location where the gravity is mostly applied, gradually less gravity is applied in the weight and then the weight returns to an original position.
