PURPOSE: A winding type electrolytic condenser and a manufacturing method thereof are provided to prevent a short circuit between an anode foil and a cathode foil by covering the connection/contact part of a lead tab and an anode/cathode foil by using a protection member. CONSTITUTION: A dielectric coating film is formed in the surface of an anode foil(2). A conductive polymer layer is formed in the surface of a cathode foil(3) and the anode foil. An anode lead tab(7A) is electrically connected to the single-side of the anode foil. A cathode lead tap(7B) is electrically connected to the single-side of the cathode foil. A protection member(4) is arranged on the anode foil or the cathode foil. A first area and a second area are formed between the anode foil and the cathode foil. The protection member is not arranged in the second area.
