PURPOSE: An image encoding method is provided to improve compression rate without the degradation of image quality in order to be used in a circumstance in which the channel capacitances of network is insufficient. CONSTITUTION: An image encoding method comprises the following steps: a step of detecting at least one interest area and remaining areas from an image frame(S600); a step of deciding the quantization step size of each macro block included in the image frame(S610); and a step of quantizing the conversion coefficient of each macro block according to the decided quantization step size(S620).
