FIELD: chemistry. ^ SUBSTANCE: concentration of hazardous substances in the working zone of an object, sanitary protection zone, protective action zone and hazardous area of the environment is determined. The obtained results are compared with maximum allowable concentration values. If the obtained results exceed the maximum allowable values, the affected zone and damage effect are predicted, taking into account weather conditions and volume of released hazardous substances. If development of an accident or occurrence of an emergency situation is predicted, mobile analysis laboratories, lidars, permanent control stations for deciding on the emergency situation are set up. The permanent control stations are setup into a triangle and swiftly determine coordinates of possible release of hazardous substances through cross correlation of parametres (detection of affected clouds and blast shockwave) based on the arrival time of signals at the control stations. Certainty of possible release of hazardous substances is confirmed by detection of accident pilot signals by all three stations. On the leeward side relative the centre of the triangle formed by the permanent control stations, an under plume site is also set up, which moves based on data coming from meteorological sensors on the inner (outer) conditional contour of the triangle. ^ EFFECT: increased reliability of control. ^ 2 dwg |
