PURPOSE: A device and a method for controlling a video encoding bit rate based on a model parameter and a storage medium with the model parameter are provided to reflect complexity measurement of residual bits and header bits, thereby providing uniform picture quality. CONSTITUTION: A device for controlling a video encoding bit rate reflects a model parameter to obtain video complexity of a current frame(S30). The device for controlling a video encoding bit rate reflects the video complexity to obtain a bit assigned to the current frame(S40). The device for controlling a video encoding bit rate determines a quantization parameter of a current frame according to the obtained bit(S50). The device for controlling a video encoding bit rate encodes a current frame using the quantization parameter(S70).
