Disclosed is a 1,2-di(cyclic)-substituted benzene derivative represented by the general formula (1) or (100), a salt thereof or a hydrate of the compound or salt, which has excellent cell adhesion-inhibitory action or cell infiltration-inhibitory action. Wherein R10 represents a 5- to 10-membered cycloalkyl group which may be substituted; R40 represents a C1-10 alkyl group which may be substituted; n represents an integer of 0, 1 or 2; X1 represents CH or a nitrogen atom; and the remaining substituents are as defined in the specification. Also disclosed is the use of the derivatives as therapeutic or prophylactic agents for various inflammatory diseases and autoimmune diseases associated with adhesion and infiltration of leukocytes.
