PURPOSE: An apparatus and a method for detecting fire are provided to recognize smoke and frame based on pixel movements of image signal by analyzing the image signal which is input from charge coupled device(CCD) cameras. CONSTITUTION: A pixel movement detector(100) detects pixel movements using differences between images from a plurality of CCD cameras(C). The movement pixel is detected by comparing an input image and a pre-input image. A smoke detector(200) detects a smoke pixel from the pixel movements and compares the smoke pixel to an actual smoke pixel. A flame detector(300) detects a flame pixel from the pixel movements and compares the flame pixel to an actual flame pixel.
