PURPOSE: A method for manufacturing an optical waveguide apparatus and the optical waveguide apparatus are provided to effectively prevent the lateral side of a core from roughening by forming the core with the exposed part of a photosensitive resin layer. CONSTITUTION: A substrate(1) is composed of a polyethylene terephthalate-based material. An optical waveguide is formed on the surface of the substrate. The optical waveguide includes an under-clad layer(2) and a core. A photosensitive resin layer is exposed by radiated light in order to form the core. The substrate is a chromatic substrate or a substrate on which a chromatic layer(5) is arranged. The color of the chromatic substrate is the color which absorbs the radiated light(L).
