<P>PROBLEM TO BE SOLVED: To provide base paper for fruit bags, having less fruit staining properties, and excellent wet paper strength, and excellent in wax processability and water repellent finish. Ž<P>SOLUTION: This base paper for fruit bags is obtained by combining a cationic polymer such as cationic epoxy resin, polyamide-epichlorohydrin resin, polyamine-epichlorohydrin resin, and cationic polyamide resin with an anionic polymer so as to achieve an ion balance and increase paper strength, and using as a cationic fixing agent, aluminum chloride as an inorganic salt, shown by the chemical formula, [Al<SB>2</SB>(OH)<SB>n</SB>Cl<SB>6-n</SB>]<SB>m</SB>.
