<P>PROBLEM TO BE SOLVED: To provide an internal combustion engine control device for controlling so as to prevent a misfire in response to a plug phase, by determining the plug phase of a spark plug in respective cylinders. Ž<P>SOLUTION: This internal combustion engine control device includes a phase determining means for determining a phase of a central electrode 2 and an earth electrode 3 to a gas flow in a combustion chamber based on any one of at least a discharge voltage value or a discharge current value, between the central electrode 2 and the earth electrode 3 in spark discharge in the spark plug 1, measured by a secondary current detecting means 4 or a secondary voltage detecting means 5, and a control means for controlling an operation state of an internal combustion engine based on a determination of the phase determining means.
