PROBLEM TO BE SOLVED: To adequately perform processing for origination to and termination from an access network of a CS system by suitably reselecting a cell of an access network, other than E-UTRAN when a base station belonging to the E-UTRAN is at a standby. SOLUTION: In a mobile radio terminal, a radio transmission and reception unit performs transmission to and reception from a base station belonging to a circuit switched network using radio signals, and transmission to and reception from a base station, belonging to a mobile communication network connected to the circuit switched network and forming one integrated communication network with the circuit switched network, using radio signals, and a control unit sets a parameter group used to reselect a base station belonging to the circuit switched network or a cell of the base station, when an origination/termination request associated with the circuit switched network is formed, while a base station belonging to the mobile communication network is on standby, take measurements associated with the circuit switched network using the parameter group, and reselects the base station belonging to the circuit switched network through the radio transmission and reception unit, when a reselection standard associated with the circuit switched network is satisfied.
