<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing an electrophotographic photoreceptor, which can prevent, by a curing surface layer, a photoreceptor from being damaged due to the slippage between a charging roller and the photoreceptor. Ž<P>SOLUTION: The method of manufacturing the electrophotographic photoreceptor includes: sequentially forming, on an electrically conductive support, a plurality of layers including a conductive layer, a charge generating layer and a first charge transport layer; and forming a second charge transport layer serving as a surface layer on the plurality of layers. The method further includes: a step of generating a coating film by coating the electrically conductive support, on which the plurality of layers are formed, with a coating liquid for surface layer, wherein the coating liquid contains a hole-transporting compound for generating a polymer by the irradiation with electron beam; an electron beam radiation step of radiating the coating film with the electron beam; an oxygen exposure step of subjecting the coating film to oxygen exposure; and a heating step of heating the coating film to cure it and forming the surface layer. The oxygen concentration during the electron beam radiation step is 30 ppm or smaller; the oxygen concentration during the oxygen exposure step is 100 to 10,000 ppm; and the oxygen concentration during the heating step is 30 ppm or smaller.
