<P>PROBLEM TO BE SOLVED: To provide a license issuing means for suitably issuing a license of an image forming apparatus. <P>SOLUTION: ID information is declared which indicates a function that the image forming apparatus provides. Further, the ID information is used to declare a Boolean expression of the ID information of the apparatus that an application is to use for the application.
