<p><P>PROBLEM TO BE SOLVED: To reduce block distortion and mosquito noise generated in a decoded image, obtained by performing inverse quantization-inverse orthogonal transformation by dividing an image into blocks, and decoding encoded data obtained by performing quadrature transformation, quantization and encoding. <P>SOLUTION: An image encoded by block is decoded using a prescribed predictive coding mode, and pixel values holding therebetween a block boundary are varied for smoothly connecting the block boundary of the image decoded, and filtered. Regarding the control of a filter, a first filter is implemented in the case of intra-frame prediction, a second filter is implemented, if a transformation coefficient is present inside the block, in the case of inter-frame prediction and the first filter is set to a filter strength stronger than that of the second filter.
