PROBLEM TO BE SOLVED: To solve a problem that it is difficult to obtain a high gloss image because adhesiveness of fixing member and a toner image is low when the toner image is formed on pre-printing paper. SOLUTION: The image forming apparatus has a smoothness adjusting means for lowering smoothness of a color toner image which has been previously fixed on recording material. The image forming apparatus forms a transparent toner image so as to superimpose on the color toner image after lowering the smoothness of the color toner image which has been previously fixed on the recording material.
