<P>PROBLEM TO BE SOLVED: To appropriately control engine speed in the no-load operation state of an internal combustion engine. Ž<P>SOLUTION: The engine includes: a main throttle valve 15 opening/closing an intake passage in conjunction with accelerator operation by a driver; a sub throttle valve 14 opening/closing the intake passage by a motor 13; and a link mechanism closing the main throttle valve 15 in conjunction with movement of the sub throttle valve 14 in an opening direction or in a closing direction in the no-load operation state. An ECU 30 controls the opening/closing of the sub throttle valve 14 by driving the motor 13.
