<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus for performing line image formation by applying a system for a page image forming apparatus, a method for controlling image formation, a program for controlling image formation and a recording medium. Ž<P>SOLUTION: In a composite apparatus 1, after a system controller part 5 once stores input image data in an HDD 6, it transfers them to an image memory 42 rather than the HDD 6, and the image data in the image memory 42 are transferred to an engine part 3 in accordance with a read request from the engine part 3. The engine part 3 successively performs a white detection of whether or not the image data transferred are white pixels on every pixel, and when the white pixels continue for skip lines, a skip operation is performed. In the system controller part 5, after the image data are transferred to the engine part 3 from the image memory 42, and transferring the image data to the image memory 42 from the HDD 6 is completed, a read permission on the image data is issued to the engine part 3.
