PROBLEM TO BE SOLVED: To facilitate safe and appropriate control of a nuclear reactor at low cost by measuring the nuclear yield of the nuclear reactor. SOLUTION: A deviation detection circuit 110 calculates a value KA<SB>1</SB>=ABS(1-(NA<SB>1</SB>/NA<SB>0</SB>)), which is a neutron flux deviation obtained on a sampling period S<SB>1</SB>, wherein the neutron flux deviation is a deviation of a neutron flux value NA/NA<SB>0</SB>standardized by using NA<SB>0</SB>, i.e., a reference value input from a reference value circuit 113, from 1. A set value circuit 116 sets a neutron flux deviation threshold α, which is a threshold for a neutron flux deviation KA<SB>1</SB>or the like. The NA<SB>0</SB>and the like are set on every operation cycle, but the value α can be set in advance irrespective of the operation cycle of the nuclear reactor. An alarm determining circuit 117 outputs a signal for causing an alarm activation circuit 140 to generate an alarm on the basis of the difference between the neutron flux deviation and the value α.
