<P>PROBLEM TO BE SOLVED: To provide a packing seal for functioning to effectively prevent the mutual unpacking of a slinger and a core metal having a seal lip member while suppressing the mutual rotating torque. <P>SOLUTION: The packing seal 6 is mounted between two members 2, 3 to be mutually and coaxially rotated. It includes the slinger 7 having a cylindrical portion 7a integrally fitted and mounted onto one of the two members, and a collar portion 7b continuously provided at one end of the cylindrical portion 7a, the core metal 8 having a cylindrical portion 8a integrally fitted and mounted onto the other member 3, and a collar portion 8b continuously provided at one end of the cylindrical portion, and the seal lip member 9 integrally fixed to the core metal, and having a plurality of seal lips for elastically and slidably contacting the slinger. The collar portion of the slinger and the collar portion of the core metal are combined to oppose each other along the axial direction. The plurality of seal lips each consist of a radial lip 9a for elastically and slidably contacting the cylindrical porion of the slinger, and a side lip 9b for elastically and slidably contacting the collar portion of the slinger.
