PROBLEM TO BE SOLVED: To secure power generation capacity twice larger than electric power consumption required for driving the rotation of magnetic levitation rolling moment mechanisms by miniaturization and reduced number of permanent magnet arrangement units, proper relationship of rotational center position of the magnetic levitation rolling moment mechanisms to the circle center of magnet ring rails, and increased rotational speed. SOLUTION: A plurality of magnet rotating units, which include: the magnet ring rails 100-1, -2 arranged in a circle in such a way that the same magnetic poles come to each of inner and outer circumferential sides of magnets or superconducting ring rails in which superconductors are arranged; the magnetic levitation guide mechanisms 230-1, -2 on which magnets 234 are arranged to face magnets 102 of the magnet ring rails; and the moment shaft mechanisms 210, which make the guide mechanisms run with a space along the magnet ring rails or the superconducting ring rails, are arranged side by side. The moment shaft mechanism of each unit is supported and rotated by a common rotation driving shaft 2 arranged eccentrically in the horizontal direction from the circle center of the magnet ring rails. By giving a rotary moment to a rotation driving shaft at that time, a rotation driving force is reduced and a high-speed rotation is realized.
