PROBLEM TO BE SOLVED: To provide a manufacturing device of a panel for information display capable of uniformly filling a particle group in a cell on a substrate. SOLUTION: The manufacturing device 30 of the panel for the information display forms a plurality of cells partitioned by a partition wall between two substrates at least one of which is transparent, encloses a display medium configured as the particle group in the cell, moves the display medium and displays the information of images or the like. The manufacturing device is provided with a particle filling tank 31 equipped therein with a mounting base for mounting one substrate on which the partition wall is erected beforehand and a nozzle 33 for discharging the particle group above the substrate, and is further provided with a nozzle posture change means 40 for changing the posture of the nozzle.
