<P>PROBLEM TO BE SOLVED: To provide a surface light-emitter which: is excellent in moldability of a light-extracting film and has a good adhesive property between the light-extraction film and an adhesive layer and hardly peels off under adverse conditions such as high temperature and high humidity; and has an organic electroluminescent element having smaller light-extraction unevenness and suitable brightness as a constituent component by uniformly gluing the whole screen, to provide a display device using the surface light-emitter and being excellent in brightness and contrast, and to provide a lighting device. Ž<P>SOLUTION: In the surface light-emitter 30 including the light-extraction film and the organic electroluminescent element 20, the light-extraction film contains inorganic particles, and has a plurality of projected sections 12 on at least one surface. The tip 12a of the projected section is brought into contact with a light emitting surface of the organic electroluminescent element via the adhesive layer 25, and arithmetic means roughness Ra of the surface of the projected section is 0.01-0.5 μm.
