PROBLEM TO BE SOLVED: To provide a determination method of easiness of extracting powder from a silo capable of simply and highly accurately determining easiness of extracting powders from the silo. SOLUTION: Cement is turned consolidated equally as in a cement silo 10 in simulation and the strength of the powder layer due to agglomeration is directly measured, and therefore the phenomenon where the cement is not withdrawn from the inside of the cement silo 10 can be predicted in advance, the relationship between the cause and the agglomeration due to physical property value, temperature condition and an external force of the cement can be quantitatively evaluated and removal easiness of the cement from the cement silo 10 can be quantitatively determined.
