Provided is a surface light emitting panel as an illuminating device which is capable of improving the darkness between panels when a plurality of the surface light source panels using organic EL elements are connected to enlarge a light emitting area to obtain uniform light emission.  The surface light emitting panel in which a plurality of the organic EL elements in which at least a first electrode, a second electrode, and a light emitting layer between the first and second electrodes are provided on a substrate are arranged on the same surface of a substrate for panel configuration is characterized in that (1) the surface light emitting panel is provided with light scattering members disposed between the substrates of adjacent organic EL elements, and is characterized in that (2) when the angle between the side surfaces and bottom surfaces of one substrate of the side surfaces of the two substrates in contact with the light scattering members disposed between the substrates of the plurality of organic EL elements is set as 90° ± a (wherein 5° = a = 45°), the angle between the side surfaces and bottom surfaces of the other of the adjacent substrates is 90° ± ß (wherein 5° = ß = 45°; a and ß may be the same value).
