<P>PROBLEM TO BE SOLVED: To provide a sheet for sealing an optical semiconductor element capable of further improving a light ejection efficiency of optical semiconductor elements as for the sealing sheet capable of simply and certainly sealing the optical semiconductor elements, and to provide an optical semiconductor device wherein the optical semiconductor elements are sealed by such a sheet for sealing an optical semiconductor element to improve the light ejection efficiency of the optical semiconductor elements. <P>SOLUTION: The sheet for sealing the optical semiconductor element is constituted by at least a separate type base material 1, a sealing layer 3, and an optical diffusion layer 2, wherein the optical diffusion layer 2 is provided on the separate type base material 1 and has an opening 4, and the sealing layer 3 is provided in the opening 4.
