PROBLEM TO BE SOLVED: To find irregular release to a monitoring target program. SOLUTION: A server 70 has an agent 80 for locking the monitoring target program 71, acquiring attribute information of the monitoring target program 71, performing hash/encryption processing of the attribute information, acquiring network monitoring information including an IP address of an access source to the server 70, and transmitting the attribute information performed with the hash/encryption processing and the network monitoring information to a monitoring system 10. The monitoring system 10 has: a manager 50 storing the attribute information performed with the hash/encryption processing in a time series of the this-time acquired information and the last-time acquired information, deciding propriety of release by comparison, performing output as an attribute information comparison result, and storing the network monitoring information; and a view 60 displaying the attribute information comparison result and the network monitoring information.
