<P>PROBLEM TO BE SOLVED: To estimate accurately the flow-rate of a cooling liquid without directly detecting the flow-rate of the cooling liquid of the cooling system. <P>SOLUTION: A control part 10 calculates a flow-rate reference value of a cooling liquid based on the exit cooling liquid pressure Pco, and estimates the flow-rate of the cooling liquid by correcting the calculated flow-rate reference value of the cooling liquid based on the entrance cooling liquid temperature Tcc.
