<P>PROBLEM TO BE SOLVED: To relax output limit at start-up. <P>SOLUTION: Based on a smaller value (minimum value Plmin) out of a first output limit value Pla and a second output limit value Plb, the output extracted by an output extracting device 4 is limited.
