<P>PROBLEM TO BE SOLVED: To provide a method and a device for removing an existing pile and the other obstacles remaining in the ground which can reasonably perform the construction by efficiently and reliably excavating by a hammer grab and cutting with a cutter effectively utilizing a casing. Ž<P>SOLUTION: A guide rail 4 is longitudinally attached to the inside of the all-around rotating casing 1 with an excavating blade 2 at the front end. The casing 1 is rotated and pressed into the ground. Along the guide rail 4, the hammer grab 7 is lowered into the casing 1, and the excavation is performed. After the side of an underground obstacle 13 is excavated, the hammer grab 7 is raised, the cutter 10 is lowered into the casing 1 along the guide rail 4, and the casing 1 is rotated to cut the obstacle 13.
