<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing continuously cast and rolled copper wire, which securely carries out removal of an oxide film formed on the surface of the copper wire after continuous casting and rolling and cooling of the copper wire, and can achieve no generation or remarkable reduction of VOC by using a water solution added with a new reducing agent instead of a lower alcohol. Ž<P>SOLUTION: The method of manufacturing the continuously cast and rolled copper wire includes successively hot-rolling a cast bar obtained by continuously casting molten copper, removing the oxide film formed on the surface of the copper wire with a diameter reduced to a predetermined size by the hot-rolling, and cooling the copper wire. In the method for removing the oxide film formed on the surface of the copper wire and cooling the copper wire, the water solution added with the reducing agent comprising carbon is used and the copper wire is made to contact with the water solution.
