PROBLEM TO BE SOLVED: To provide a cooling device for improving cooling performance to outdoor and indoor spaces. SOLUTION: A screen 18 for retaining water is windably supported on a driving shaft 12 rotatably supported to a frame 11. The driving shaft 12 and a driven shaft 13 supported at an upper part of the driving shaft are connected by an endless belt 17, and a supporting bar 19 connected to an outer peripheral-side end of the screen 18 is connected to the endless belt 17. The driving shaft 12 is rotated while the driving shaft 12 is submerged in the water of a bond or a water way, and the screen 18 is wound on the driving shaft 12 and submerged in the water to supply the water to the whole face of the screen 18.
