<P>PROBLEM TO BE SOLVED: To detect an illicit operation for releasing security. Ž<P>SOLUTION: An illicit operation determination part 3b causes an incorrect input count part 3d, when a personal identification number detected by an operation detection part 3a is determined to be incorrect, to count the illicit input frequency of the personal identification number. The determination part 3b determines that an illicit operation is performed when the incorrect input frequency of the personal identification number counted by the count part 3d exceeds a threshold.
