PROBLEM TO BE SOLVED: To provide an object region extraction device and program for extracting an arbitrary object only with a target image, without requiring a large number of learning images. SOLUTION: The object region extraction device includes: an image dividing section 12 for dividing an image including an object into sub-regions smaller than the object; a pixel classifying section 13 for classifying all pixels of the image into pixels as boundaries of the sub-regions divided by the image dividing section 12 and non-boundary pixels; a boundary determining section 15 for determining whether or not a pixel classified as a boundary of the sub-regions by the pixel classifying section 13 is a boundary of the object; and a region integrating section 16 for integrating neighboring two sub-regions when a ratio of pixels determined as the boundary of the object by the boundary determining section 15 in pixels on a boundary of the neighboring two sub-regions is smaller than or equal to a predetermined value, regarding all combinations of neighboring two sub-regions.
