<P>PROBLEM TO BE SOLVED: To provide a concrete block having a luminescent marking function excelling in complete waterproofness, vibration-proofness and durability. <P>SOLUTION: The concrete block is loaded with a water-resistant and earthquake-resistant skeleton of an integrated light emitting device with complete waterproofness by embedding light emission diodes, a solar cell and equipment for controlling them in the waterproof and vibration-proof skeleton. A failure due to infiltration of rainwater and vibration is thereby eliminated, installation out of doors with no power source is facilitated, and maintenance-free automated operation can be performed for a long time. Installation work is extremely simple and easy because of being integrated in the same way as the conventional concrete block. A phosphor film is formed at a light transmitting plate arranged inside the skeleton, and the light emission diode radiating ultraviolet light is used as a kind of light emission diode in use.
