PROBLEM TO BE SOLVED: To improve the efficiency of filtering for restricting access from a first network such as an inter-company LAN to a Web site on a second network (for example, the Internet) outside the first network. SOLUTION: This Web access control device includes an access information acquisition part 15 for acquiring access information for performing access to a Web site on the Internet from among communication data received from a terminal; a sorting part 18 for sorting access information according to predetermined sorting information; a filter information database 14 for storing the set of the sorted access information and the names of sorting; an input part 21 for setting the permission or non-permission of access in the filter information database for each name of sorting; and a filtering part 13 for filtering the access to the Web site on the Internet by using the filter information database 14.
