PROBLEM TO BE SOLVED: To provide a device and a method for constructing a steel pipe pile, which enable the device for constructing a steel pipe pile to be surely installed (fixed) in a structural simple manner on a ground surface by easy operations. SOLUTION: The rising-type construction device 7 includes a fixing means 10, a rising stand 20, a turning imparting means 30 which can be freely moved by being guided by the rising stand 20, and a lifting and lowering means 40 for moving (lifting and lowering) the turning imparting means 30. A fulcrum ring 21 is installed at the lower end of the rising stand 20; and fulcrum shafts 11 for being inserted into the fulcrum ring 21 are unliftably fixed by anchor pins 14a and 14b which are not parallel to each other and which are installed at both ends thereof, respectively, and anchor pins 14c and 14d which are not parallel to each other.
