PROBLEM TO BE SOLVED: To solve the problem that the control of the on/off-operation of the passage of a toner cannot be stably carried out when the toner adheres to a toner control means surface and the periphery of a toner passing hole in the case of forming an image by a direct recording system. SOLUTION: The image forming apparatus includes a toner carrier 1, a recording medium means 3, a toner control means 4 which is arranged between the toner carrier 1 and the recording medium means 3 while having a plurality of the toner passing holes 41, and a cloud electrode means 2 arranged between the toner carrier 1 and the toner control means 4. The toner is turned cloudy by applying an AC bias between the toner carrier 1 and the cloud electrode means 2, and the toner control means 4 has a control electrode 42 and a common electrode 43. When making the toner of the toner carrier 1 pass through the toner control means 4 toward the recording medium means 3, a line of an electric force is formed in a loop shape between the recording medium means 3 side and the common electrode 43 of the toner control means 4 while detouring the control electrode 42.
